Quick answer: An air conditioner only removes humidity while it's actively cooling, so anything that shortens or weakens its run time leaves moisture behind. The complaint sounds contradictory - "the AC is on, the thermostat says 72, and the house still feels sticky" - but it's one of the most common comfort calls we get in a Michiana July. The temperature and the humidity are two different jobs, and it's entirely possible for your system to be winning one and losing the other. Here's how that happens and what fixes it.
When your AC runs, warm indoor air passes over the evaporator coil, which is cold. Moisture in the air condenses on that coil the same way it does on a cold glass of iced tea, drips into the drain pan, and leaves the house through the condensate line. That only happens while the coil is cold and air is moving across it - which means dehumidification is a side effect of run time. A system that cools the air quickly but doesn't run long doesn't wring much water out of it. Keep that in mind, because almost every cause below comes down to run time or coil condition.
This is the ten-second fix, and it's more common than you'd think. On AUTO, the blower runs only during cooling cycles. On ON, the blower runs constantly - including between cycles, when the coil is wet but no longer cold. The constant airflow re-evaporates the moisture sitting on the coil and blows it right back into the house before it can drain away. You paid to pull that water out of the air, and the fan setting put it back.
Check your thermostat now. If the fan is set to ON, switch it to AUTO and give the house a day - in many homes that alone brings the sticky feeling down noticeably.
Bigger is not better with air conditioning. An oversized system blasts the temperature down in a few minutes and shuts off - satisfying the thermostat long before the coil has run long enough to condense much moisture. The result is the classic "cold but clammy" house: the thermostat reads 72, the air feels damp, and the system starts and stops constantly instead of settling into long, steady cycles.
Signs this is your situation: cooling cycles that last only a few minutes, a house that cools fast but never feels dry, and humidity that's worst on moderately hot days. Short-cycling also wears out components faster - it's the same start-stop stress that kills capacitors and contactors early. There's no thermostat setting that fixes oversizing; the honest answers are correcting it at replacement time with a proper load calculation, or adding dedicated dehumidification to the system you have.
A clogged filter or a dirt-coated evaporator coil chokes airflow across the coil. Weak airflow means less air getting dried per cycle, and if it gets bad enough the coil ices over entirely - at which point cooling and dehumidification both collapse, and the melting ice can even add moisture back. A low refrigerant charge produces the same ice for a different reason.

If your return ductwork runs through an attic, crawlspace, or damp basement and has leaks, every cooling cycle sucks hot, humid air from those spaces straight into the system - and your AC spends its capacity drying air it imported instead of the air you live in. Supply leaks make it worse by pressurizing the wrong spaces and pushing conditioned air out.
Clues: rooms that never feel as dry as the rest of the house, a musty smell when the system starts, and ducts with visible gaps, disconnected joints, or crumbling tape in unconditioned spaces. Sometimes nothing is wrong with the system. Northern Indiana summers deliver stretches of air that's not hot enough to keep the AC running long, but plenty humid - think a 78-degree drizzly day. The AC barely cycles because there's little heat to remove, so it removes little moisture, and the house creeps up into sticky territory. Basements make it worse: Michiana basements commonly sit at 65 to 75 percent relative humidity in summer, and that moisture migrates upstairs.
